Childhood is an age that marks the beginning of people’s lives. It is the process in which children’s cognitive and emotional development begins to develop and may have future impacts in the later sta- ges. Through this research, we seek to know the potential differences that occurred in the first age, which the children of our country experience and once they get the determinants that are influencing their results. Through the Longitudinal Early Childhood Survey (ELPI), which covers a series of skills development tests for both children and their caregivers, two groups are compared, on the one hand, those with an ethnic (background) and no ethnic origin (control). Therefore, the objective is to provide public policy tools that allow the improvement of human capital development to of vulnerable groups. The identification of the gaps will be through techniques based on the impact assessment, highlighting the methods Differences in Differences and Propensity Score Matching. Preliminary research results indicate that there are differences in the scores obtained between children with ethnic and non-ethnic origin.
